![]() NATIONAL Capital District Governor Powes Parkop wants the city’s education plan to be handed over to the National Capital District Commission (NCDC) to manage and implement next year. He explained that two memoranda of understanding (MoUs) were signed in 2016 and 2019, but neither were implemented. As a result, the commission was now pushing the State to hand over the city’s elementary-to-Grade 12 education plan to NCDC. “There are plans to improve the teaching and planning system of education in Papua New Guinea,” Parkop said. “We want to trial that by taking over education in the city.
“We are in a position to, not only improve teaching and learning but also, fundamentally alter financial and management conditions that can improve the standard of learning and its resources. “Right now, under its infrastructure development programme, the Government is neglecting education. “If the Government cannot keep up with these challenges, then give it to an authority that can handle it,” Parkop added. “With all the resources we have in our country, standards of living should improve and education is one priority area that can make that happen.” Parkop explained that in line with these MoUs, he wanted to ensure collaborative partnerships were built to direct investments into school programmes based on the capital city’s development strategies. He said the takeover would also allow for a review into the current education systems and curricula such as outcomes-based, the 1-6-6 programme and top-ups to secondary status. “If changes are to be implemented, then they have to be piloted to ensure deficiencies are corrected before substantial resources are committed,” Parkop said.
