Department of Higher Education, Research, Science and Technology (DHERST)
The Department of Higher Education, Research and Technology (DHERTS) is a government department that looks after Higher Education in Papua New Guinea. The National Government allocates a ministrial position for this department. The DHERST was established as an Act of Parliament in 1983. The act is called the Higher Education Act.
There are three divisions within the office:
The Executive Division This division is comprised of the Office of the Director General and his support staff. The Office of Higher Education and the position of Director General are created by the Higher Education Act 1983. Following the amendments to the Act in 1998, the functions of the Office of Higher Education and the role of the Director General were separated from the Commission for Higher Education. However, the DHERST continues to provide secretariat services to the CHE. The Office of Higher Education is the administrative and executing agency for higher education in Papua New Guinea. The Director General is the deemed Departmental Head who oversees all programmes and activities of OHE. Higher Education Development Division This Division comprises three Branches headed by a Director who reports directly to the Director General of the Department of Higher Education on policy matters, institutional developments, information and communication technology and student scholarships and student support in higher education. The Director is supported by three Assistant Directors: Assistant Director Policy Planning, Monitoring and Evaluation Branch, Assistant Director Institutional Development Branch and Assistant Director Scholarships and Student Support Branch. The Division through the Office of Director General provides secretariat services to the CHE committees. Corporate and Student Support Services Division This division incorporates the Finance and Administration Branch and the Student Support Services Branch. |

Finance and Administration Branch
This branch is headed by Assistant Director, Benjamin Lapana and is responsible for financial requirements of the operations of the Ministry, CHE and DHERST. It is also responsible for administration of budget and personnel.
Student Support Services Branch
This Branch is responsible for student support and scholarships through the implementation of Tertiary Education Study Assistance Scheme (TESAS) Policy of the higher education sector. The Branch is headed by Assistant Director, Joseph Morimai, who reports directly to Director, Higher Education Development Division. The TESAS awards are administered by the TESAS committee chaired by Director General or his nominee.
