The SBE was introduced in 2018 and the only resource available to implement the newly adopted curriculum is Trs Guide and Syllabus.
Will there be any resource materials like textbooks to implement and achieve the education goal.
We are still using OBE curriculum resources which the contents are not informative and disorganized.

Challenges School Leaders Face in Implementing Standards Based Curriculum (SBC).

The history of formal education in Papua New Guinea (PNG) started around 1800s and went through numerous stages of changes in both the structure and the curriculum. The inception of formal education, when the indigenous converted to modern cultures, traditions and concepts of basic education by missionaries. Then went through numerous stages like Conversion Stage, Dualism stage, Expansion stage, Nationalism stage, Decentralization stage and recent Reformation Stage. The major changes of education occurred after the independent in 1975. The greatest education change is the shifting from Objective Based Education (OBE) to Outcome Based Education (OBE) in 2002 as the product of academic reformation stage in 1992 and recent Standards Based Education (SBC) in 2013 (NDoE, 2002). The main motive behind these changes is to improve the quality of education standards in the country. The recent shifting from OBE to SBE brought much confusion into the system of education which in turns SBC/E is still in trial stage even though the country is practicing almost a decade since its inception. Thus, the school leaders (both primary and secondary) face many challenges in executing SBC concept across the country.

Furthermore, the teachers are arguing and a lot of debate on absolute execution of SBC in the schools both basic and secondary. Thus, the absolute implementation of Standard Based Curriculum is ineffective in the school due to many contributing factors such as not fixing the infrastructure facilities, awareness and in-servicing school leaders and insufficient curriculum materials in most schools across the country. The government of PNG is embarking on quality of education and implement the policy on improve the standards of literature and numeracy by executing SBC concept. But this issue is not fixed yet. These challenges impede teachers to fully implement SBC and meet the national standard bench mark as prescribed by the department of education.

Also, George (2023), stated the structures and arrangement of pedagogical concept in the SBC materials is the major issue. It stated that the twisting and jumbling up of topics in an all illogical order somewhat do not comply with any of available text books. He further stated that resources or teaching materials at schools having their topics and units not in line with the SBC. For example, the photosynthesis process stated in grade four science syllabuses in SBC. This content should be covered in the upper primary grades. The topics and units in the grade four resources materials available in the school do not contain anything about photosynthesis process. Thus, the teachers facing great challenges in comply with the teacher guides and syllabus for SBC. This gives terrible hard time to the teachers to implement the curriculum appropriately.

In addition, Bascia and Hargreaves (2000) described that all curriculum reforms should reach maturity and must be evaluated after more than 10 years of implementation before any changes of curriculum is made. OBC was implemented for less than 15 years without proper evaluation. This implies that it is difficult to draw lessons from OBC for the implementation of SBC. It also stated that Evaluation of OBC should be done before the implementation of SBC because it will help school leaders to identify the pros and cons which is valuable for the proper implementation of SBC. The evaluation of OBC is not done since its inception in 2002. Consequently, the curriculum leaders find difficult to identify the strengths and weaknesses of OBC for the implementation of SBC. This leads to many challenges in implementing SBC by school leaders in every school across the country.

In Recommendation, SBC materials need to be disseminated according to the number of students and the teaching positions in all schools across the country. Resources like teacher guides, syllabuses and student text books are vital and must be arrived before the school starts. All the remote schools must be equipped with both the SBC materials and in-service in order to execute the curriculum appropriately. In this way, the challenges of SBC can be addressed and maintain the standards of numeracy and literacy in the country.

Since the introduction of SBC, there is a real demand for the production of teaching materials. Syllabuses and Teachers Guides are not jus enough for class lesson delivery. Teaching materials like SBC textbooks are indeed required. Please have them ready as soon as possible
