Q1: Why did the Minister decide to clarify his earlier policy announcement?
A: The Minister clarified his earlier policy announcement to address concerns about examinations and selection processes and to assure parents that examinations will not be phased out but instead reformed to remove unfair selection processes.
Q2: Will examinations be removed from the education system?
A: No, examinations will remain in the national education system. The selection processes at Grades 8 and 10 will be removed, but examinations will still be conducted to assess learning outcomes and improve education standards.
​Q3: Why is the government phasing out Grade 8 and 10 selections?
A: The government is phasing out these selections for several reasons:
  • To achieve Universal Education and meet Sustainable Development Goal 4, which ensures every child completes primary and secondary education.
  • To end an outdated colonial system that classifies students as failures and promotes unfair social and economic divisions.
  • To ensure fairness by allowing all students to progress to Grade 12 and have equal opportunities for further education or employment.
Q4: Will education standards drop because of this policy?
A: No, education standards will not drop. Examinations and assessments will continue to measure student performance, and reforms such as curriculum updates, teacher training, and infrastructure improvements will support quality education.
Q5: How will the government address infrastructure challenges for Grade 12 progression?
A: The government will use the following measures:
  • Expanding Flexible Open Distance Education (FODE) for students unable to attend conventional schools.
  • Supporting provinces and districts to build more classrooms and schools.
  • Strengthening vocational pathways for practical skill development alongside academic education.
Q6: What steps are being taken to address teacher shortages?
A: The government will recruit university graduates for subject-specific teaching and provide them with Post-Graduate Diplomas in Education (PGDE). It will also allow graduates to begin teaching and complete their PGDE after one or two years of service.
Q7: Will all provinces implement these changes in 2025?
A: No, only provinces with higher Grade 8 to Grade 9 transition rates will implement these changes initially. The reforms will start with removing Grade 8 selections in 2025 and progressively cover other provinces in subsequent years.
Q8: What about students who drop out after Grade 12 exams?
A: Students exiting after Grade 12 will have pathways for further education or employment through vocational training, tertiary education opportunities, collaborations with industries, and second-chance programs like FODE.
Q9: What is the main goal of this education reform?
A: The main goal is to provide every child with the opportunity to complete 13 years of schooling, ensure fairness, and build a more inclusive and equitable education system in Papua New Guinea.

The estimation of Marks for students assessment is crucial in fairly rating the student's performance in school assessments.  That is, if a student misses an assessment, then every effort must be made to estimate a fair value for the missing mark(s) and an estimated score should be awarded in place of the missing mark in all subsequent  procedures. Schools throughout the country must use  the following rules to determine estimated scores. This applies to
  • Upper Secondary (Grades 11 - 12)
  • Junior High Schools (Grades 9 - 10)
  • Upper Primary (Grades 6 to 8)
1 . If a student misses an assessment task (example , a test) for a genuine reason but  has been present for nearly all of the classwork and other assessments task, then a fair procedure must be used to give him/her  an estimated mark based on the average mark for the assessment tasks completed.  Below is and example and the  formula to estimate missed assessments score.

In the table above, a student missed Test 2 which was out of 30 points. The student presented a genuine reason for missing the test to her teacher . The teacher now has to estimate a mark and award it to the student(The missing mark in the table above is shown by letter E).
 The following formula must be used across the school system to estimate missing marks.

So the estimated mark awarded to the student is 25 points.

Note: We have only used Tests as examples in the table above. Other assessment tasks like assignments, projects , quiz can also be included in the formula above. 
2. If a student deliberately missed an assessment task, the above formula should never be used and instead the lowest of the lowest mark be awarded to the student. 

3.  If a student misses more than 2 assessment tasks, the above formular should not be used. Instead, the teacher can allow the student to retake the tests, assessment task or provide alternative assessment tasks.

The National Training Council is a tripartite organisation with representation form government, industry, unions and NGOs. It comes under the responsibility of the Ministry of Labour And Industrial Relations. The membership of the Council consist of the Chairperson, who is presently the Secretary of the Department of Labour and Industrial Relations; Secretaries from the Department of Personal Management, Finance, Commission of Higher Education, and Education; the Director of PNG Institute of Public Administration; the president of PNG Trade Union Congress; the President of Public Employees Association; the President of Employees Federation; a senior representative from the interests of women; President of PNG Training and Development Society; Director of the NTC Secretariat. The appointment of these members is made under the Regulatory Statutory Authorities Act 2004 for a period of not exceeding three years. Reporting to the Council is the NTC Secretariat headed by a Director, with support from the senior management staff which includes three Assistant Directors, an Executive Officer, Budget and finance Officer, a Project Officer and the administrative support staff.
