Grade 12s : How to Apply for Tertiary Studies Using Online School Leaver Form - NOAS

All Grade 12 Students must apply for Tertiary Studies through the Online School Leaver Application Called the NOAS (National Online Application System).  The Department of Higher Education,Research, Science and Technology (Dherst) facilitate a pathway for you after secondary school. As a Grade 12 School Leaver, you can now apply online for studies via the National Online Application System (also known as the NOAS or the Common Application System). This is a new and better method to apply for further studies at any nationally registered university of higher education institution within Papua New Guinea. The NOAS replaces the paper-based School Leaver Application Forms (SLF) thus allowing any Grade 12 student who is registered to sit for the Grade 12 National Exams.

Why should I apply online?
All Grade 12 School Leavers are encouraged to apply for further studies through the NOAS as it provides the following benefits:

1.  More choices – Grade 12 school leavers can choose up to five (5) preferred programs. (Previously students had two (2) choices of programs)
2. More information – Each program has clear and distinct requirements, preferences and residential options.
3. More time to make a decision - The online application is open for three (3) months. It gives students, parents and schools more time to choose the right program and institution.
4. Program and subject combination match – applications will be matched to chosen program’s combinations.
5.  Increased chances for admission through subject combination matching.

When can I apply online?
The National Online Application System was officially opened on the 15th August 2018 at https://apply.dherst.gov.pg

Am I eligible to apply online?
To be eligible to apply for further studies through the National Online Application System you have to meet the following requirements:

1.  Be a current Grade 12 Student
2. *Be registered by your Secondary School to sit for the Grade 12 National Exams

*Note: This means that Grade 12 students at any registered Secondary School which has submitted its School Information Booklet (SIB) (white copy) to the Measurement Services Division (MSD) of the National Department of Education (NdoE).

How can I apply?
By Law, the DHERST is the responsible agency for the facilitation of Grade 12 school-leaver applications for tertiary admission. Since its launching, the National Online Application replaces the centralized paper-based-national selections. All current Grade 12 students are encouraged to use the national online application for admission into PNG based Higher Education Institutions.

To apply online, all Grade 12 Students will require the following:

An invitation letter - This letter is generated from the nomination list which details grade 12 students in all registered schools. The invitation letter is issued to each student by the school principal and or a nominated senior teacher of the school. The confidentiality of invitation letters must be maintained by the school and the student-applicant.

Laptop or Smart Device - All Grade 12 School Leavers must have access to a personal computer, laptop or a smart device such as a tablet, android phone, or iPhone. If the school has a computer lab which is connected to the internet, the student can use the computers in the lab to apply.

Connection to Internet - The personal computer, laptop or smart device being used should also be connected to the internet. If the student is using the Secondary School computer lab, please check with the Lab supervisor the ensure there is internet connection. If the student is using his or own personal device, he or she can purchase data from a local network provider such as Digicel and bemobile.

NOAS Timeline -You will require an invitation letter containing required credentials to activate your online account. Upon activating your account, the student manual will provide you the this years NOAS  timeline and cycle activities.

Current Grade 12 students - This years NOAS Student cycle commences in August . Student access to accounts will commence each year.

​Making the Correct Choices
The good news about NOAS is that you got to see your examination results before you can decide on your Choices on the tertiary studies on the system. 

1. You simply login to the Department of Education Examination Results (Check here to How to Access Grade 12 Examination Results). 
2. After seeing your results from Step 1 above, cross over to NOAS application system and login using your credentials supplied by DHERST. 
3. Cross over to the My Choices tab in NOAS system. 
4. Enter your Choices (Remember, Tertiary institutions require higher GPA : Check out this link on>>  how to calculate GPA
