School heads across Morobe have been sternly cautioned to cease managing their institutions on a credit basis, with the warning that non-compliance will result in disciplinary action under the Public Service Management and Teaching Service Commission acts. This directive was issued by Morobe education adviser Keith Tangui, who emphasized the legal and administrative consequences for principals, vocational education training centre managers, teachers in charge, head teachers, and masters who bypass the provincial education board’s (PEB) oversight. Tangui highlighted that all financial decisions impacting schools must be communicated to and approved by the PEB to prevent jeopardizing students’ education. He expressed concern that several schools had exceeded their financial limits, resorting to obtaining goods on credit and borrowing money from local businesses without proper authorization.
“Many schools have gone beyond their financial limits, causing them to knock on the doors of shops and other local business operators to get goods on credit and borrow money without PEB’s approval,” Tangui stated. “That kind of action is prohibited, even though we understand that it is hard managing schools on government tuition fee subsidy (GTFS) alone. That doesn’t give you the right to borrow; be creative and innovative, and look for other ways to get money to support your schools.” Despite acknowledging the challenges posed by delayed GTFS payments, Tangui did not provide alternative strategies for school management under these financial constraints. His warning follows instances where schools, facing delays in government subsidies, took independent action to secure necessary resources on credit. This development underscores the need for schools to adhere to established protocols and seek guidance from the PEB to ensure financial decisions are made within the framework of the law, thereby safeguarding the integrity and sustainability of educational institutions in the province.
