Lucas Dawa Dekena has assured educators that the agreement is legitimate and will be honored. In a recent statement, Minister Dekena emphasized that the 3% increase is grounded in a legally binding Memorandum of Agreement (MOA). This agreement was signed by the Papua New Guinea Teachers' Association on behalf of the teachers, the Teaching Service Commission on behalf of the government, and witnessed by the DPM Secretary on behalf of the state. "The MOA is legally binding. It has not been politicized nor is it a lie or a myth as quoted in the National and circulated on social media," Dekena clarified. He provided the following key details regarding the implementation of the pay increase:
Expressing his gratitude, Dekena thanked teachers for their hard work, patience, and understanding during the implementation process. He also acknowledged the support from the Departments of Personnel Management, Finance, and Treasury in ensuring the MOA's implementation. Minister Dekena reiterated that the 3% pay rise and allowance payments for teachers from 2023 to 2025 are not false promises.
