Education Talk by Lyein Ben Yalo Elementary Teaching Sector is seriuosly affected by the ongoing Curriculum Reforms - shifting from one curriculum to another without adequate teacher preparation and teacher remuneration. Sucessive Government's have continued to use teachers as their testing grounds for reforms. This is a gross violation of workers' employment rights enshrined under the International Labour Organisations Conventions (Geneva Convention 1952). We need to form their own Elementary Teachers Association to address their ongoing abuse and denial of "employment rights". Their ownElementary Sector Union will foresee and set up counter strategies to accomplish and to accommodate forthcoming reforms, salary issues and many other associated issues as well as to address possible job replacements expected in all sectors beginning from Elementary Teachers.
Elementary Teachers should better position themselves with their own Elementary Teachers Association as their "watchdog" to research, collect data and build statistics with facts and figures to form the basis of issues affecting their particular workforce in addressing employment related stress, anxiety and depression that burden their lives. This issues are crated by the government's policy framework and institutional restructure programs aimed achieving it's short, medium and long-term development goals. On the other hand, the employment issues affecting the elementary teaching workforce is very complex and totally isolated and different from other sectors like primary, secondary, vocational and tertiary. Not only these but taking into consideration of fact the PNGTA as being a teachers' trade union representing five (5) large education sector workforce is meaningless. A single union handling a huge workforce with an increasing employment issues single-handedly has been fruitless, time and resources have become a waste. The current approach is to decentralize the powers and responsibilities to the Elementary Teachers Association which will allow them to apply their own resource, time and effort with a concentrated effort aimed at bringing relief, justification of terms and conditions of employment with the government to address real life and employees issues at their own level. This will further avoid building a mansion for a King who only desire enjoy at the expenses of the poor Elementary Teachers without knowing how to help them in times of their need. By forming the Elementary Teachers Association is an eye-opener and to set a precedence and to pave way for the latter to follow. .............................................................
