Papua New Guinea Pioneers Digital Path for Non-School Leaver Applications in Higher Education5/6/2024
In a groundbreaking move set to revolutionize the higher education landscape, the Minister of Higher Education, Research, Science, Technology, and Sports has announced the digitization of the selection process for non-school leavers commencing this academic year, 2025. This monumental shift signifies a pivotal moment in enhancing accessibility to higher education institutions (HEIs) across Papua New Guinea. The introduction of the National Online Selection System (NOSS) and National Online Application System (NOAS) expansion to incorporate non-school leavers represents a significant milestone in higher education accessibility. The move aims to streamline the selection process, ensuring transparency, efficiency, and accountability in student admissions. As part of the initiative, higher education institutions' (HEIs) selection interfaces will be upgraded to accommodate the simultaneous definition of program quotas, requirements, and rankings for both school leavers and non-school leavers. Quotas for non-school leavers will align with institutional capacity and be established in accordance with maximum HEI quotas defined by the Department of Higher Education, Research, Science, and Technology (DHERST) Quality Assurance Division.
Additionally, DHERST will create accounts for Centres of Distance Education (CDEs), including entities such as the Flexible Open Distance Education (FODE) and Universities' Matriculation Centers, streamlining the nomination process for students who have completed G12 exams outside of conventional secondary school environments or have undergone result upgrades. The application process for non-school leavers will mirror that of school leavers, with eligible candidates obtaining invitation letters from their respective CDEs. Furthermore, non-selected non-school leavers will be placed in the National Admission Pool, ensuring equitable opportunities for all applicants. Ministerial directives include the implementation of an age limit for non-school leavers applying to regular academic programs, ensuring alignment with program requirements and HEI criteria. This digital transformation marks the inaugural phase of a comprehensive higher education management system, set to encompass Travel Support Education Assistance Scheme (TESAS) and quality assurance programs, among other extensions. Ministerial pronouncements underscore the government's commitment to fostering a conducive environment for academic attainment and socio-economic development through digitalization. As Papua New Guinea embraces digital innovation in higher education, HEIs are urged to collaborate closely with the Department to ensure the successful implementation of this pioneering initiative. The collective vision is to enhance the sector's quality, accessibility, and student success, thereby cultivating the human capital vital for advancing the nation's socio-economic development agenda.
