Education Talk By Petrus GAND Corruption has adversely hindered UPNG’s dignity, credibility and integrity over the years. Despite being a standardized institution where students secure space through merit when competing with 25 to 30 thousand grade 12 students nationwide, corruption had given the opportunity to get enrolled on a platter stall. Though PNG’s educational system is believed to have a bottle-neck system, it is a deliberate system contrived in a manner that naturally strains the brains of this nation and distributes people on certain appropriate areas according to their natural intelligence. This system has been designed to place competition, boost students to strive harder and higher and also to be responsible citizens of this thriving yet developing nation. Consecutive reports and research have been published regarding corruption and there is one that mentions that corruption had worsened in PNG and absorbed all the people into practicing corruption. The first level of corruption is theoretically believed to transpire in the political level, followed by the bureaucratic level and the final one is the most extreme one that occurs in the usual flow of government’s services. In this third level of corruption, people pay to benefit from the government’s established services. People pay police officers, for example, just to transport the convicts of the complainants into police custody. Constables in charge mention inept demands like ‘fuel pinis’ or ‘nogat lunch.’ Because of the essence of the criminal offences, people provide the officers with their little demands and thus the police officers do their job as written in the constitution. What is happening to us? Another sad yet observable fact is that this kind of scenario persists throughout all the sensitive institutions of the government. Like in the Gerehu hospital, for instance, if you want a medical report you could either stand on the queue to get served or simply hand over a K20 to a security guard who knows its illegal job, will transfer the money over to the physician in charge and bingo, you get your needed service in less than the normal procedure. As long as corruption is still dwelling amongst the hearts of the citizens, people born into its realm will not only anticipate but also contribute in a manner that harbors unethical acts. The UPNG, including other universities nationwide, are solely responsible for the development of human integral and capital. If we want a society to be run by vigilant patriots then the systems encompassed to develop them should also be transparent and uphold complete obedience to our constitution. It is there to guide human conduct in an ordered manner. Regardless of having lower grades, people managed to get registered through the help of money. Corruption is insulated with money giving little hope to the genuine students and the UPNG selection committee. Most of UPNG spaces in the various five schools are forfeited and kept on hold for people with lower reasoning abilities to secure via money, giving fewer favor to the hard working brains. So they enroll and enjoy all the privileges of an internal boarding student. In that hypnotic situation it does not really matter whether the student gets lower grades or if that student is an external. Marks and funds are being altered systematically through the UPNG database for non-merit students as well as the external and CTS students. They have access to the dining hall where fingerprints are recorded. They even secure rooms. They are the ones behind most of the activities that disintegrate the University’s good name. When this broad-day-light corruption continues, it disappoints the genuine students who by merit secure and rescue their stance, but due to financial constraints they could not have all the privileges of a boarding student. They are being labelled as ‘Soms’ and stereotypes rose to its peak by the mixture of students (genuine and non-genuine) and the administration. But when the management tries to impose control measures, they go on requiring students to show room keys to access the dorms and accessing mass which literally does not store any sense at all. It should have been required to show ID’s but because ineligible students occupy the rooms, keys are required to sort out the problem created by the responsible personnel. No one is blind folded or is still living in the colonial period. What the people in authorities did is worsening the problem as they are creating an avenue for the corrupted students to become the future leaders and it is so unfair. The people have had enough of these life-threatening courses of corruption and are hoping for a decent and jubilant future after all. Should the supreme authorities dig into this ditch where neck-riders act like creepy crawlies of the underground and are trying to decompose this young and rich nation.
