PNG EDUCATION secretary Dr Uke Kombra says schools should not overcharge students as disciplinary action can be taken on their administration. He said school administration that continued to charge students fees that exceeded the National Education Board (NEB) maximum project fee limit would be charged for a serious disciplinary offence under the form 13 Teaching Service Commission (TSC) Act. Kombra said school administrations had been instructed not to charge school fees of more than 20 per cent of the maximum fees set by the NEB. He said all provincial education boards were asked to comply with maximum project fees when considering requests from schools to charge project fees, as it was a ministerial policy statement and secretary’s circulation instructions related to the Government tuition fee subsidy policy.
Kombra said those who were caught doing that would be charged under Form 13 Teaching Service Commission Act and they would be served with a notice of suspension form 17 TSC Act, to be followed by the normal disciplinary process through the provincial education board for sectors under the provincial function or the NEB school of excellence. He added that a compulsory inspection may have negative implications on those implicated. Kombra said all school inspectors, with the assistance of guidance officers and tuition fee free coordinators, must report any principal or head teacher who overcharged school fees and high project fees under their respective supervisors.
