As part of the Papua New Guinea National Government’s higher education reforms, the Department of Higher Education, Research, Science and Technology (DHERST) and the National Training Council (NTC) hereby formally announce the transfer of this function in accordance with the Higher and Technical Education Reform Act, 2020 and the National Training Council (Amendment) Act, 2020. To ensure consistency of quality assurance across the higher education sector, the function of registering private training institutions and accrediting their programmes will move from the NTC to DHERST. This means that all private training institutions offering external higher education awards in accordance with the PNG National Qualifications Framework will be registered, and their programmes accredited, by DHERST in accordance with the Higher Education (General Provisions) Act, 2020 (as amended) (HEGPA) and the Directions in this Notice. The NTC will continue to support the in-house training functions of organisations including providing assistance with 3-Year Training Plans and compliance with the national Training Levy requirements. DIRECTIONS FOR PRIVATE TRAINING INSTITUTIONS All current NTC registration and accreditation certificates will be recognised by DHERST as valid registration and accreditation under the HEGPA for the duration of the current NTC certification. This includes any registration and accreditation certificates that may be issued by the NTC at their final meeting to be held in December 2021. NTC will transfer its data base of registered private training institutions to DHERST. Applications that have recently been lodged with the NTC will be transferred to DHERST at no additional cost to the applicant. DHERST will contact the applicant as to how their applications will proceed under DHERST. Prior to the expiry of current registration and accreditation, private training institutions must contact DHERST Quality Assurance Division at [email protected] or (675) 301 7041 for renewal of their certification. Private training institutions that are not registered, or whose registration has lapsed, must contact DHERST at DHERST Quality Assurance Division at [email protected] or (675) 301 7041 to commence or renew their registration. DHERST can assist with the application process. DHERST and the NTC would like to thank all private training institutions and other stakeholders for their patience during this period of transition. It is important that the transition proceed as quickly and as seamlessly as possible and that all private training institutions who are not registered, or whose registration has expired, contact DHERST to commence or renew their registration. Whilst DHERST will do all it can to assist institutions in complying with their registration requirements, there are severe penalties under the HEGPA for institutions that fail to register.
