The Papua New Guinea Internal Revenue Commission will be responsible for administering the repayment of the Higher Education Loan Program (HELP), for tertiary level students. The HELP - a program of the National Government to assist students with their fees and have repaid a fortnightly 10% once they start working has seen many concerns raised on its 'repayment.' However, the Department of Higher Education Research Science and Technology (DHERST) Secretary Fr. Jan Czuba told NBC News, amendments will be made to the Income Tax Act 1959 to enable IRC to administer. ''The repayment policies in play, we have all the regulations approved and cleared by the public solicitor and legislative council and everything is in order. ''What we don't have yet is, together with the assistance of the Internal Revenue Commission, we need to amend the Act of the IRC which will allow them to collect the repayments from the loans taken by students. ''Basically, this will be taxed added to a graduate who took the loan and slowly they have to repay when they work,'' said Secretary Fr. Jan Czuba. DHERST is working closely with the IRC and the National Identification (NID) office, in this program.
