EARLY childhood learning is the foundation of having a better generation of Papua New Guineans in the future, North Waghi MP Benjamin Mul says. He made these comments while questioning Higher Education Minister and Kandep Open MP Don Polye to explain why he had not captured the National Executive Council (NEC) approved ‘early childhood policy’in his report presented in Parliament recently. “On July 28, 2022, NEC has approved the early childhood policy for implementation, but I have realised that you have not included this in your report,” he said. “Early childhood is very important.
“Many times we talk about big things but early childhood is key to putting an end to all sorts of problems in the country.” Mul also said that most times much of the focus was on primary and secondary levels of education while only a little focus was given to improving and establishing more early childhood facilities in the country. Mul said the country would be rid of all kinds of social problems if a start was being made today in nurturing the next generations at an early age with biblical principles and ethical practices. He asked Polye why his report had not captured a fundamental development aspect of having a greater generation of Papua New Guineans. Polye in response said the points raised by MP Benjamin Mul were vital and needed to be addressed however, he clarified that there were two components of education. “The platform from the Government captured in the report that I presented were for the higher education focusing mainly on institutions after Grade 12 such as the Technical and Vocational Education Training (Tvet) all the way to universities,” he said. “All these are under my ministry and leadership while early childhood up to Grade 12s come under general education and under the leadership of Education Minister Jimmy Uguro.” Polye said he believed the minister responsible would address the policy and implement it.
