![]() HIGHER education institutes are governed by an independent body and it is up to them to decide what fees to charge students. Department of Higher Education Research, Science and Technology (DHERST) secretary Fr Jan Czuba said this when asked about schools such as Mt Hagen Technical College who was charging fees for students on higher education contribution assistance scheme (Hecas) scholarship. Fr Jan said all institutions were governed by their own governing councils and were free to make decisions. He said those students on Hecas and tertiary education student assistance scheme (Tesas) had to follow their college requirements and once the institutions receives the Government funding students would be refunded.
He said this would be the same for higher education loan programme (Help) applicants. “We respect the autonomy of the institution so in the case of a university, the university council is the only authority which can set up the fees and how students should be charged,” he said. “With regards to colleges, it’s their board of management and we are not interfering with that because that is the right of the institution and the duty of their governing boards.” Fr Jan said DHESRT could not change the criteria or policy on how a student was enrolled. “The university council sets up the policies concerning student enrolment, assessment policies and fee policies of how students pay,” he said. “We respect the autonomy of the institution and will not interfere.” Next : Notices To Students Travelling To Study At Western Pacific University Comments are closed.
