The Chimbu government, responsible for the Simbu Teachers’ College, claims the appointment of the principal and the governing council is illegal and not endorsed by the provincial government.
Chimbu Governor Michael Dua, accompanied by provincial administrator Joe Kunda and a team from the provincial government, met with senior officials from the Teachers’ Education Division at the Education Department in Port Moresby on Friday and expressed their concern on the need to follow proper processes and procedures in appointing the board, principal and deputy principal. Dua said the principal, John Tekla, was not qualified because he only had a diploma. “We have said no to John Tekla because his appointment for the last six months came with a condition and that he was to upgrade his qualification to a Bachelor’s degree,” Dua said. “His term has lapsed and he is still studying and we cannot have a diploma holder doing his studies to be a principal of a teachers’ college because we are very concerned about the quality of teacher training that will be conducted there.” Dua said the provincial government’s number one concern is the quality of teacher training that is offered at STC and for that reason, they have already recommended for a qualified person and that is John Onguglo, who is the former principal of Holy Trinity Teachers’ College. “Onguglo is a very experienced principal and the provincial government recommends him based on his own merit, professionalism and experience,” Dua said. “John Tekla is occupying the office illegally and we called on the National Education Board (NEB) to revoke his appointment and approve John Onguglo to be the principal this year.” Acting assistant secretary for Teachers Education Division Nopa Raki said on Friday that Tekla was not a qualified candidate for the position and that was the recommendation from the Teachers Professional Committee (TPC). “The TPC, which is responsible for screening minutes and making recommendations for teachers’ appointment to the National Education Board (NEB), does not recommend John Tekla as the principal of Simbu Teachers College because he is not qualified for that position,” Raki said “This was only our recommendation but when it goes to the NEB, they will make the final decision so we take note of your concerns and will raise it to the NEB for their deliberation,” Raki said. Was there a problem at Simbu Teachers College? We heard that 400 students were charged with lying by forging the receipts they received from Bank of South Pacific. Is this true?
