Eligibility Criteria The scholarship will be awarded annually to a doctoral student who is a citizen, and resident in, one of the following Pacific countries; Cook Islands, Fiji, Kiribati, Nauru, Niue, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga and Vanuatu to carry out doctoral study at AUT University. Applicants must be a citizen and resident of one of the eligible countries. Applicants may not have citizenship or permanent residence status of New Zealand or any other developed country. Applicants who are New Zealand citizens from the Cook Islands, Niue, Tokelau and dual citizens of Samoa are exempt from this requirement; however, they must reside in the Cook Islands, Nuie, Tokelau or Samoa or another eligible country. Preference may be given to those applicants who have also been schooled in an eligible country.

STTS assist people in the work force to gain knowledge and skills that will help the development of their home country. They play an important and growing role in addressing the human resource and development needs of developing countries. Through STTS, individuals from selected developing countries can undertake training of up to one year in duration in New Zealand. ELTO delivers development gains through increasing the English language capacity of government officials in Asia and Africa. ELTO in Asia Since 1991 ELTO has been available for officials from the governments of Cambodia, Indonesia, Lao PDR, Mongolia, Myanmar, Indonesia, Timor-Leste, and Viet Nam. Through the programme, officials come to New Zealand for up to five months to study English and build ongoing links to New Zealand. Currently ELTO Asia includes three intakes annually for a total of 160 government officials per year. The ELTO Asia programme focuses on themes of agriculture and trade, strengthening resilience, renewable energy, education, and good governance. As of 1 February 2017, 1,375 officials have participated. ELTO in Africa ELTO Africa is available for 32 officials per year from 26 countries and has been operating since 2013.
