SOME of the students from Morobe who graduated on Friday from the University of PNG were not given their degree and diploma documents because the provincial government has yet to pay their tuition fees. They were instead issued letters from the Registrar informing them that they owe the university fees which needed to be paid. The students are recipients of the Morobe government’s Gerson Solulu Scholarship programme. A concerned father, Mainuwe Fanamu, whose daughter was one of those who graduated, said it was “a slap in the face for the hardworking students and their parents”. “Their certificates will be withheld by the university until all outstanding fees are paid,” Fanamu said. Acting Morobe administrator Sheila Harou said she was not aware of students not receiving their graduation documents. But she confirmed that the provincial government was still to pay around K1.2 million to UPNG for its students. She said they had paid K4 million for the 2018 scholarship programme and paid an additional K2 million for Morobe students attending other tertiary institutions. “I am aware of an outstanding K1.2 million for students attending UPNG,” she said. “It’s an unfortunate situation but we are really facing a cash flow problem. We cannot sacrifice all service delivery programmes to pay scholarships for the students. So parents should also take on some responsibility as well,” she said. Governor Ginson Saonu said he was not aware of the issue. “If any parent or student is facing this issue they should come and see me so that we can find a way to help them,” Saonu said. The National

If the responses by Governor Saonu and Administrator Sheila are true, then 'was there never any communication between MSU executives at UPNG and Tutumang in the past six months about the matter?"; or "it's just another way of saying we have a cash flow problem?"
