TSC Chairman Raises Alarm Over Unpaid Teacher Entitlements

​Teaching Services Commission (TSC) Chairman Samson Wangihomie has expressed serious concerns about the growing liabilities the State faces due to unpaid teacher entitlements, including leave fares, repatriation, and retirement benefits.

Wangihomie clarified that teachers’ leave fares are the responsibility of provincial governments and education divisions, not the TSC. He attributed delays in payments to funding shortages and cases where both spouses are in the public service, which limits leave fare eligibility to one partner.

“We are alarmed by reports of teachers still waiting for their leave fares to return home,” he said. “It is essential for provincial education divisions to ensure that teachers are paid their rightful entitlements.”

He warned that the failure to resolve these issues could lead to further financial burdens on the State, with unpaid entitlements already amounting to millions of kina. “This growing liability is unsustainable and must be addressed urgently,” Wangihomie emphasized.

In addition, Wangihomie called on politicians, provincial governments, church agencies, and communities to respect gazettal appointments. He insisted that these appointments are final and must not be interfered with. “Teachers should not be arbitrarily moved from their tenure positions by any authority,” he added.

The TSC Chairman urged all stakeholders to prioritize the welfare and rights of teachers to prevent further disruptions to their service.
