PNG Teaching Service commission breaches Salary Fixation agreement with Teachers association11/3/2019
The Papua New Guinea Teachers Association today denounced clarification by Education Secretary Dr Uke Kombra this week that teachers did not have their salaries reduced last week. National General Secretary Ugwalubu Mowana described Kombra’s statement as “technically misleading”, in contempt of the salary adjustment process and in breach of the salary fixation agreement signed between the state and the PNG Teachers Association in December 2016. He said teachers were supposed to get a pay increase after receiving a 3 per cent Consumer Price Index (CPI) adjustment-it was not a one off payment. “Wrong. That is wrong,” he described the statement by Dr Kombra that after receiving their CPI payments, they were to revert to their base salary.
He has rescheduled his trip to Fiji to iron out this blunder. Mowana said based on agreed salary fixation, teachers were supposed to receive an increment of 3 percent annually in 2017, 2018 and 2019. The increment is supposed to be calculated based on preceding year’s base salary and they should have received a total of 9 per cent increase. He said because the government did not have adequate funds to make a one of payment, they settled for a “staggering” schedule and for 2018 it should cease on pay number 21-that was the last pay. Increments for 2019 should start from pay 22 of 2019 and cease on pay 8 of 2020 with teaches to see increase to their base salary. Mowana has called on the Teaching Service Commission to explain what was happening to teachers salaries being cut.
