The Department of Higher Education, Research, Science and Technology (DHERST) is working on a policy to make available tertiary student loan scheme by 2020. In February this year in Parliament, Prime Minister Peter O’Neill made known the scheme that will help students who cannot afford the fees in tertiary institutions. That announcement came at a time when universities were charging excessive fees that caused a public outcry. Suggestions were made to follow the Australian student loan scheme. Only this week, the DHERST Secretary Fr Jan Czuba said the department was working on the policy on loan scheme. He said the policy will capture private and technical industries and the possibility for industries to provide scholarships.
He said it was an advanced policy is being worked on and will be launched by the end of this year and implemented in 2020. This policy involves a lot of stakeholders. Fr Czuba was responding to queries on whether the government would increase scholarships because of the introduction of online application that may increase tertiary student intakes. He said currently, there are talks with the government to increase scholarships. Minister for Higher Education, Research, Science and Technology Pila Niningi said in 2017; 12,800 out of 25,000 grade 12 students received government scholarships. “We have plans to have around 3000 new scholarships, this is due to new institutions opening up.” Mr Niningi said.
