MOROBE Governor Ginson Saonu has called on the Government to decentralise its tuition fee-free policy and allow provinces to manage it. He told the governors’ conference in Madang yesterday that the policy was not serving its purpose. “Schools in the country are not receiving the anticipated cash commodity infrastructure funding as per their enrolments,” Soanu said. “For the past three years, many school were unable to sustain their operations as a result of this.” Soanu said the National Executive Council in 2012 had directed the breaking down of the annual budget of K600 million into three components: K240 million for commodity, K180 million for teaching and learning and K180 million for infrastructure.
He said schools were paid the commodity component into their bank accounts according to the number of children enrolled. The component allocation for basic learning and teaching materials was tendered through the national supply and tenders board for an approved provider to deliver to schools with the help of provincial education committees and district task force. He said the doorstep distribution to every student was trialled in 2014 and 2015 and was successful. But he said the infrastructure component was not functioning as required under the policy. He suggested that decentralising the policy would ensure better management of the funds, accurate acquittals, and proper tendering of distribution.
