THERE has been an annual blow-out of over K200 million in teachers’ salaries and entitlements, Teaching Service Commission chairman Baran Sori says.
Sori told provincial education advisors at a recent meeting that a lack of accurate information on teachers, their attendance and performances, schools and teaching positions had caused this wastage. The 2017 teachers budget analysis shows that only the Autonomous Region of Bougainville saved K1mil whereas other provinces spent over their appropriations by amounts from K1mil to K33mil. Sori said provinces were allowed to exceed their appropriations by no more than K3mil in areas like new schools or outstanding payments. “Milne Bay is a good example. Their estimate is K81mil, the appropriation is K59mil and the expenditure is K62mil. When we subtract the appropriation from expenditure, it gives a reasonable amount,” he said. “K2mil or K1mil is ok because Treasury understands that there could be some new schools or outstanding payments that may have gone over the ceiling. “AROB’s appropriation is K61mil and expenditure is K60mil so there is a savings of K1mil. That’s good management but a really good management will mean zero balance. “So that means that K1mil has gone back to consolidated revenue but they still have some outstanding amounts that they need to pay.” Sori said if AROB had kept records until the last pay period of 2017 they would have processed any outstanding payments or paid leave fares. “These are the issues that we can look at and work with the Treasury Department to offset other cost in emoluments, entitlements or leave fares,” he said. “For East Sepik, the appropriation was K63mil and the expenditure was K90mil which means there was a blow-out of K23mil.” He said for Southern Highlands the appropriation was K64mil but the expenditure was K98,000 which meant they had an overrun of K33mil. The budget analysis shows that the expenditure blow-out in Northern, Gulf and Milne Bay was K3mil or less while in other provinces it was higher.
