The Government has plans to decentralize several key functions of the Teaching Service Commission down to the provincial level.
Education Minister Nick Kuman says the government is keen on improving the access of important services to teachers, and decentralization of the T-S-C office and its functions is part of this process. "We are delegating all of those responsibility to every Provincial Governments in this country. "We will also make sure that some functions of the TSC is decentralized. "In other words, you can talk about the leave fares, you can talk about appointments, all these things will be done at the provincial level, and we will only approve and process them at the national level. "So far we have two provinces where the TSC has been established in Enga and Chimbu, and we are currently working on the Morobe one. "We will eventually make sure all provinces have a TSC office so teachers will no longer have to come to Port Moresby." This is part of the implementation of 13 recommendations of the Parliamentary Referral Committee on Education, to improve teachers salary and entitlements.
