City Education Services Transferred to NCDC Management

Education services in Papua New Guinea’s National Capital District have entered a new phase following the transfer of responsibility for schools and education management from the National Department of Education to the National Capital District Commission (NCDC).
The handover on August 13 marks a new direction for the management of education in the capital, giving NCDC a more direct role in working with schools, teachers, parents and communities to address issues affecting learning and school development.
The move follows years of submissions, consultations, reviews and discussions between the relevant authorities as efforts continued to establish a stronger local role in the delivery of education services across NCD.

NCD Governor Powes Parkop has been a strong advocate for greater attention to education, with NCDC maintaining that better schools and learning facilities are central to the development of a safe, skilled and productive city.

With the responsibility now under NCDC management, the commission is expected to work more closely with schools and other education stakeholders on areas such as school administration, infrastructure, learning environments and support for teachers.
The transition is also expected to strengthen cooperation between NCDC and the National Department of Education, particularly in planning, resource allocation and the delivery of services to schools.
NCDC said its approach would be guided by the need to ensure children in the capital have access to safe and supportive places to learn.
The commission also acknowledged the contribution made over the years by the National Department of Education, teachers, school boards, administrators, parents, communities and development partners in providing education services throughout NCD.
For Governor Parkop and the NCDC City Management, the transfer is being viewed as the start of a new chapter rather than simply an administrative change.
The commission said it wants the new arrangement to produce practical improvements that can be seen by students, teachers, parents and communities.
The focus will include stronger school management, improved facilities, better teaching and learning conditions and increased opportunities for children across the district.
NCDC believes the responsibility comes with an obligation to ensure that investment in education produces lasting benefits for the next generation.
