PARENTS and students of Institute of Business Studies (IBS) University are disappointed after learning that scholarships have not been awarded by the government to 700 school leavers accepted by the institution.
This follows a statement made by Secretary for Higher Education Research Science and Technology (DHERST) Fr Jan Czuba that IBS was neither an accredited institution nor a university. IBS University was gazetted by the Government on Jan 25, 2017. Concerns were raised that IBS was subjected to three quality audits up to 2013 to become eligible for university status. “We met all the requirement as per Council on Higher Education audit recommendations, including the founder stepping down as the chairman of the board of management, thus appointing Ivan Pomaleu as the chairman,” a statement said. The statement said IBS had been conducting Southern Cross University degree programmes since 1999 and had offered Deakin MBA programmes between 2003-2007. IBS University was established under the Higher Education Act 2014. It is 100 per cent nationally-owned. The founder-chairman has been a naturalised citizen since October 1989. The parents and students said that DHERST and the IBS University should sort out the issue without allowing students’ learning to be jeopardised. One parent said the institution is providing opportunities, therefore, the government should be concerned about building more universities to cater for the ever-increasing number of school leavers. Fr Jan said that to become a university in our country, any institution had to meet standards for quality assurance. “They went through the audit in 2013 and they failed, so they couldn’t be recognised as a university,” he said. “The Department of Higher Education gave them a three-year period of time to be recognised as an institution of higher learning. “The time expired on the Oct 30, 2017. “They have three years to fix their problem, (but) they didn’t.” Fr Jan said the national higher technical education board is the only authority which could declare an institution to be a university or institution of higher learning. I have thrust with IBS University so I applied for Ba.in Economics and Development. I am confident in their degree programs but the announcement by Fr.Jan ( DHERST) has shocked me. Is IBS meet the quality audit ? We want our degrees paper to meet the international standard. Please both parties should provide the factual information.
