The political and the administrative leadership of Southern Highlands should take some of the blame for the poor outputs of education results from the Southern Highlands province, board member of Ialibu Secondary School David Nema says.
He said there has been too much of political bickering within the corridors of the provincial education office in Mendi to the school boards and administrations. He said these indicators are very bad for the smooth operations of the education system that is in place by an Act of Parliament. Mr Nema said every stakeholders of the education system in the Southern highlands Province should bear in mind the paramount objectives of why the various levels of government are placing more emphasis on education, as education population will be vibrant for the development of our nation. "One area of concern that has been and will continue to be a hindrance is the appointment of teachers, in particular for high and secondary schools," Mr Nema said. "While the Teaching Service Commission Act clearly spells out provisions for the board of governors of each secondary and high schools to make recommendations for the respective provincial education boards for its endorsements, the practise in the Southern Highlands had been the opposite, where the chairman of PEB has been consistently making wholesale changes to suit cronies who are either mischiefs or non-performers of the teaching profession." Mr Nema said there must be a drastic change in the current system of appointing teachers. He said the chairmanship of the PEB must be accorded to the office of the provincial administrator while the adviser of education services becomes an ex-officio member for the consistency and impartiality. Mr Nema urged the provincial government to create a Southern Highlands Provincial Education Act which has been overdue. "Allow for two teachers appointment committees; one for secondary, high and TVET schools while the other for upper-lower primary schools," Mr Nema said. He said these two sub committees must be headed by the respective senior provincial standard officers for the secondary and primary schools who will asses all postings needs and make their recommendations to the PEB for their deliberations. This process will eliminate a lot of teacher posting conflicts, he said. Comments are closed.
