THE Port Moresby Technical College governing council says it is not happy with the government giving the Exxon Construction Training Facility in its neighbourhood to a foreign company.
Council chairman Heni Frank told a media conference yesterday that the K62m training facility at Idubada was given to a joint venture between Orion Group and the Enga Children’s Fund, breaching an agreement that was signed before the set-up of the facility in 2009. Frank said that part of the agreement signed between Pomtech, Esso Highlands and the government stated that the training facility would be given to Pomtech at the end of the construction phase to be used as dormitories and classrooms “but to no avail.” “As per the agreement we signed, the training facility was to be returned to Pomtech at the end of the training programme, but that has not transpired,” Frank said. “In fact, the government has now decided to give it to a foreign joint venture company.” According to the council, Orion and its joint partner earlier requested the government’s approval for an exclusive right to use the facility for 10 years but the college disallowed the appeal seeing it would affect its capacity building objectives. The council then made a submission to the Government in June last year regarding the use of the facility and found out that Orion and its joint venture partner had laid similar submissions. Frank said the submission made by the council was unsuccessful while that of the joint venture was approved.
