Recruiting overseas teachers will create a dual salary system that will be unfair for national teachers, PNG Teachers Association general secretary Ugwalubu Mowana warned. “If the Government brings more overseas teachers, they are going to create dual salary because the teachers they are bringing into the country are being paid differently from the national teachers and union doesn’t want to see dual salary system in this country,” Mowana said. He said overseas teachers who wanted to teach here must be paid at the same level as their national counterparts. “There must be no dual salary as a result of overseas recruitment,” he said. “We will stand together with the staff of the national universities in Papua New Guinea to go against any dual salary within the Education Department, education system, higher education and tertiary institutions.” He said the PNGTA stood with 174 countries in the world with more than 42 million teachers and advocated on empowering teachers through training, enrichment programmes or even their welfare – in improving housing, salaries and rural incentives. He said the Government did not invest enough money in empowering teachers but was now trying to recruit teachers. “If this government wants to recruit, it must recruit teachers from developed western nations who will teach only specialist subjects like mathematics and science,” Mowana said. Acting Secretary for Education Dr Uke Kombra said last week that the Government would employ mathematics and science teachers from India and other countries to fill in vacancies at secondary schools in the country. Kombra claimed that the standard of mathematics and science subjects being thought in the country were very low and needed specialised teachers in those fields.
