ALL public schools will be trialing out the new system for Tuition Fee Free Education (TFFE).
A circular from the Education Department published in the media states that the new system and Administration of the Commodity component for TFF education in 2014 which would be in preparing for next year and onwards. Education Secretary Dr Michael Tapo in the advertisement said the government has decided to make the TFFE funds more accountable, transparent, equitable and most importantly, help school boards to budget, spend and utilise the parental free component effectively which produce measurable quality education. The policy covers all public schools in the National Education Service from elementary Prep to Grade 12. The National Executive Council would centrally produce the basic learning and teaching school materials and pay extra for the variable delivery costs to make the final kina/student /year allocations equitable. That would keep head teachers in their schools as it will save them the burden of getting three quotes. The system of deliveries and re-issues of class teachers and student in each class would be documented and receive documentary acknowledgments from every class teacher beneficiary of each class. There would be termly scheduled visit from inspectors with clear cut programmes and check lists and the department would assist on a simplified acquittal format showing how the cash component was spend. The trialing of the commodity component would be undertaken between April and August/September this year with joint demonstrations and awareness programmes for all school boards, teachers’, parents and district education officers on the system.
