THE delay in the payment of teachers’ pay last week has been blamed on a change in a process at the Finance Department, Acting Education Secretary Dr Uke Kombra says.
He was responding to complaints by teachers when they failed to get their pay last week. Kombra explained that the delay in the pay for the fortnight (Pay Number 25/2015) was because of the change in the payment processes at the department. “The former processes included cheques being generated by the ALESCO System for all commercial banks for those employees with bank accounts in various commercial banks,” Dr Kombra said. “These cheques were then collected by the payroll officers and released to each commercial bank. “However, for pay number 25/2015, no cheques were generated by ALESCO for the different commercial banks.” Kombra said instead, the department organised an internal transfer of funds with the Bank of Papua New Guinea to the commercial banks. He said the action taken by the Finance Department was in line with the BPNG’s Kina Automated Transfer System (KATS) to do away with the cheque payment that funds could be electronically transferred. Teachers started their holidays last Friday.
